Legislators, executives and judges are our hirelings. To these hirelings we delegate the authority necessary to the roles we have assigned them, most notably enforcing the law through the executive and judicial branches. Unlike authority, responsibility for enforcement cannot be delegated and remains ours.
This is not “vigilantism” when we enforce our laws once our hirelings refuse to. It is the definition of self-government.
Sounds to me like a LOT of what you described as the Fifth Branch is just a part of the Legislative Branch that have self-nominated themselves to be the “Elite”.

In the face of massive abridgement of the Constitution that would have embarrassed George III, the Fourth Branch has done precisely nothing. Watching the current activities of blue states, it would appear that the deterrent effect isn't working either.
Timely. I'm sidelined on an @x timeout for saying much the same about Ireland - where the Irish Govt has decided to first censor and then go to war with the sovereign Irish citizenry. This will be an interesting case. "Neutral" Ireland has never invested in a robust national defense. The IDF (Irish Defense Force) is incredibly small and incapable of effectively fighting either an invasion force of dinghies or an insurgency of 30k armed men. The rebel FREE MEN of Hong Kong and Ottawa are sharing tactics with the Irish resistance.
Suspect the EU/WEF bullies will rely on the tactics that worked in Ottawa....but I seriously doubt they will work in Ireland. Lessons have been learned. Expect hacker disruptions in Ireland's financial systems once they try de-banking citizens. Robin Hood Op liberating Euros from DS orgs and sprinkling them into the bank accounts of avg Irish citizens? Prob not out of the question.
