The vast majority of new education funding for years now has gone to grift: more administrators, fancy new buildings built way over budget under union contracts, and especially Special Education (SPED).
Most of the admin staff come from Federal mandates. When I was teaching high school, all of our admin staff were very busy and the assistant principals were overwhelmed with duties The counselors were definitely overwhelmed with their student load and turnover was 75% from year to year. And this was at one of the best performing, best funded high schools in the state. Congress needs to roll back mandates such as No Child Left Behind, et al if we want to be able trim admin overhead.
No disagreements from me. NCLB was a horrible idea. Typical of Bush and co. Also IDEA 2004, which made changes to SPED that have led to enormous costs and general education burdens that are way over the top.
The really interesting part is the growth of the 5th branch in other areas besides K-12. College. Some have more administrators than students. Most probably have as many. Healthcare. Hospitals especially. Look at growth curves in doctors/nursing vs administrative staff.
